Intel and Nvidia copied AMD - PCI-E Resizable BAR

Does anybody know what the best CPU to use is if you have an Nvidia 30 series card and want to get the best performance out of your resizable bar

DID YOU KNOW THAT X64 IS FROM AMD.
AT START, INTEL JUST HAS X86 CPU.

A pretty major downside to this tech is that it can, in my experience, decrease the total amount of available VRAM, by a not insignificant amount. My 8gb 3080 dropped from 8250 to 8030 in Doom Eternal, meaning I had to go for a lower quality texture pool, while also experiencing no performance gains whatsoever. Disabled BAR and boom, available VRAM back at 8250. I presume this has something to do with limitations on memory addressability, and if that's the case, that 200~mb VRAM is probably completely unused and idle with BAR enabled. Maybe it's a bug, but in any case I don't see a solid case for bothering with resizeable BAR at this point...

Intel has been using resizable bar on servers for like a decade maybe more with Nvidia....

I want to know, why the RTX2060 has Resizable BAR extended Capability, but only support 16MB BAR size (by using TeleScan PE into my PC)
- Resizable BAR Capability Register is 00000100h
- Resizable BAR Control Register is 0460h
