Ludens scales worse than Liandry, because Liandry actually more damage with poke and the pen of ludens falls of vs frontline. Liandry is pretty much always better. Not to mention that pen synergies with more pen, on Support you dont have the amount of itemslots and gold to make that work.
If I am not mistaken you can have about 110 mr and still deal true damage to people (slightly less), if you play void, Ludens, pen boots, rabadons, shadowflame, morello

Ludens potentally outvalues night harvester when you go ingenius hunter + cosmic insight because the cooldown goes down to 6s

Rylai's is a great item as support. Probably one of the best item definitely b or above.
