My best guess is that someone hacked the account and sold it to someone as "an account with pulls and characters".

Same happen to me when Shenhe banner came. I was so confused that if i pull for Shenhe or save for Zhongli on his rerun banner.... And I decided to save for Zhongli because back that time I dont have Zhongli. Btw I save around 140 wishes. But before the day Shenhe banner drop my account got hacked. I report to the support asap. I got my account back exactly 20th day after I got hacked. I was hoping that nothing changes.. but I got the 1st shock when i saw there are 0 wish left 😭. Then I found out that the hacker pulled for shenhe and got 2 Shenhe and 1 Jean in 10 pulls. Then I got my second shock when I found out he pulled on weapon banner and got the Calamity Queller. As a F2P I never imagine that i will pull a single wish on weapon banner. And that time i dont get Zhongli and I waited for His rerun and got him now.

I would like to say that, this account was most likely hacked and then sold to a person that has no idea this was even a hacked account so, no the hacker isnt gonna cry about it(referring to a few comments) and instead the poor soul who bought the account who wasted their money lol, hope they get their money back

i remember that when my account got hacked, four days later i got it back and the guy who got it was a absolute Ganyu simp with the ganyu picture, lvl10 card and a weird ass signature like "i want ganyu to sandwich me"

You're lucky you got your account within 15 days. I waited 41 days and there have been people who waited more AND THE HACKER DID ALL MY FREAKIN QUESTS. On the plus side, I got tighnari and Kazuha outta this.
