My theory is that the bank manager for the union depository was given a hint that the bank was going to be hit by Devin Westin. What supports my claim is that Marryweather was to show up, not the police.
Although there’s not many evidence to support my claim because who needs the id when you are looking directly at Trevor and Devin made it clear.
To add on, the bank manager could’ve gotten a hint from a third party (the one who made fake ids for the crew) that Trevor and Michael will be using fake ids and listing the fake names then giving the information to Devin.
I know it may not be the best theory, it’s just a way to have another look at it.

I'm pretty sure that the union depository manager pauses because he's just surprised that someone as unkempt and crazy looking as Trevor is doing that job, hes probably used to seeing a very specific type of person and when he looks at Trevor he's like "who the fuck is this?" like "who gave this guy the job?"

I am not disagreeing with you yet I’m not agreeing with you. When you make these theories you always have to remember this is gta V. They could have Trevor’s face plastered across los santos on a wanted poster during prologue and he still wouldn’t get caught. Micheal Trevor and Franklin have robbed multiple banks and all it takes is driving away from the cops for a bit and you’ll never hear from them again. All the robberies and heists have been broken down by quote on quote “professional bank robbers” on why they wouldn’t work. I do think Trevor’s face and Micheal’s face would be shown to the media in 2004 everywhere. I don’t think the police or the people of los santos would care about a robbery that happened 10 years ago in a whole different country that wasn’t successful. And I don’t think the picture of Trevor in the police station isn’t cannon at all because why would the lspd be searching for him if this robbery took place in Canada. So yes I do think Trevor’s face was shown every where in north Yankton

Heres a simple explaination for the pause: get your driving licence. Is it smaller than your hand? Yes. Is the text and photo smaller? Yes. Is the manager standing a metre or so away? Seems so. Can you easily read the stuff you never look at on it without pausing? Most likely no.

if he recognized Trevor, it would be the jacket, not his face. If the bank manager was at the North Yankton bank, he'd recognize Trevor's jacket in the photo. It'd be funny if he was the same guy, so he was getting robbed twice.
