"ricer" actually transferred over from car culture to computer culture because people like to make hacker movie inspired interfaces for computers, the definition in computer culture is a bit more permissive though since it is difficult to tell from a glance what parts of the UI are default and what parts are modifications so we tend to consider any significant amount of cosmetic changes a "rice". The fact that the 'r' in "rice" stands for "racing" makes things weird though since there is almost no overlap in inspiration sources from computer modifications to car modifications.
