I'm leaving this comment for the people that own the steam version and cant find the config folder (please pin this if you could)

instead of going to the packages folder in appdata, go to the ForzaHorizon4 folder, from there you'll find the User_PCLocalStorageDirectory folder, so you can just continue with the tutorial

16gb ddr4 ram
but i am unable to get above 25fps
in pause menu i get 50fps
tried every in-game settings like disabling vsync, unlocking fps, trying lowest setting possible
also other games are working fine with above 120 fps
