Steve knew Bucky had been traumatized by all that he'd been through. And Bucky was trying to stitch together a real life. Sam was the natural choice because who he was and his experience. All he lacked was the super soldier serum but Sam could fly.

Definitely Sam was the perfect candidate to be the new Cap as his image was wayyy more clean as compare to that of Bucky, and I love Sam's Cap but tbh he is a bit immature and if Cap gave shield to Bucky it would've been amazing to see a Loki or Kratos type character arc for Bucky in TFATWS and Cap 4
Anyways i am still happy that Sam became Cap, he deserves it more.

I would also say there are two other excellent reasons. For Sam, it is an opportunity that he has absolutely earned to be the hero instead of the sidekick. For Bucky, it's that he has likewise earned the right to enter a fight because he made a decision instead of having one made for him.
