It was because all might having no quirk a empty glass which gave the other users being able talk within ofa and because of danger sense user training the quirk died early because of having a quirk with ofa so a glass already full so it over flows and if Mirio inherit it then it would happen to him as well but sense deku didn't have a quirk as well two glasses not full but with how strong all might had he mastered the power without the other quirks because it might have killed him as well or turn him nomu

I just like many ppl whis that that they made the theory that All might's quirk was his bodies ability to physically adapt to a quirk he's given, just like how the first user was though to be quirkless as well only for them to realize his quick is literally the ability to transfer another quirk to others and it makes sense since his brother (all for one) original quirk is to steal and transfer quirks, it would make all the sense since All might was still shown able to transform even after he lost "one for all".

Nah I like the theory that all might actually has a quirk that allowed him to use it the quickest and utilize it. Being his muscle form. And it's based off the fact that he said it ONLY reaches its full potential when given to a quirkless. If that's the case it SHOULDVE hit that point with him.

All might definitely had a quirk but it was something useless and untestable without additional perks. It was probably some like a containment quirk. Which would explain why his body was able to grow to contain 1fa but deflates without the full quirk. Also why his body was able to use so much more power right after inheriting 1fa then deku could.

All might contributed to the quirk as well. Both him and the fourth user passed their whole life to unravelling OFA secrets. All might also created most of the moves deku uses. All might is also the only OFA user so far that has been seen to be able to harvest OFA energy to literally change his appearances.

All might has said he had access to some of the quirks but he had to use them in a way that made it look like he had one singular really op quirk. So its possible he was using them in ways he didn't realize. All might used them as a blend but deku seems to be able to use them individually.

In one episode were deku spoke to the 1st user of One For All, the 1st user said One For All has reached singularity which for those who dont know the quirk doomsday singularity is were over generations quirks mix and become even stronger to the point of the power being uncontrollable so when singularity started for example Eri, who could barely control her power almost rewinded deku

All might could use his mentor's levitation quirk

I think of it as OFA was constantly stockpiling power and quirks never getting a break like an someone who is overworked. But when it went to All Might it finally got a break to rest from constantly trying to copy an entire quirk every time there was a new user. Then Deku came along and it started developing on all the work it put in previously.

I think it's just a matter of refinement, with the acquired quirks being dormant until the base Quirk is strong enough to enable the usage of those quirks. The original wielder, AFO's brother, alluded to Deku as basically being the singularity for the Quirk. I think All Might pushed the Quirk to progress to the point that was necessary, so that all Deku had to do was prepare his body enough to accept multiple quirks.

I'm still saying he WAS able use all those quirks BUT internally. Where Gear shift and Black Whip, are like that of GOTO, Where I feel Float and smoke were just minimized especially when you see him gas out when he converts to Allmight form. where I still say its utilization. Where I like to feel Allmight just adapted it INTO himself, where I also feel it means it basically cultivated 14ALL for a generation on top of it.
