Restrict Access to Registry Editor in Group Policy

I have windows 2012 R2 server and i am getting the insufficient previledges while exporting the SYSTEM registry Hive. Please help me on this

i dont know if you gonna see this message but hey atleast i am gonna try so when i open my gpedit.msc i dont have under administrative tools "All setting " is any way i can get it or is hidden or what? or anyone can help?

why do want to block your own user ?

I have windows 10.. one account is admin and one is regular user... the regular user has complete access to regedit, but not to gpedit... If I try to access gpedit.msc I am prompted to enter admin password, but not prompted when accessing regedit... why is that?.. I do not want to disable regedit completely, I just want the regular user to be prompted to enter admin password when trying to access it.
