To anyone who has this problem. Follow this:

Go to where you uninstall/Modify programs it is located in the settings for win 10 or control panel for win 7.

Click on Office ~> select modify ~> run a full repair ( this requires an internet connection) this will also redo the files for you so you don't have to do all this bullshit.
