i figured it out guys!! Here's how to fix it for everyone who has the option grayed out:
1. choose custom mode for "choose your color"
2. choose dark for "default windows mode"

Some people have been saying the start taskbar and action center is greyed out if u select windows theme dark instead of light it will work
