How do you play the game if every card is banned

Every card is banned?
How do they play the game then.
A more logical title would have been "Why all of these cards were banned"
"The reason for every card ban"
Etc..

Why not tier the cards like in Pokémon Showdown? Each card is ranked by usage and power, and you can't bring a card to a tier it outranks. (I.E you can bring an OU card to Ubers but you can't bring an Uber card to OU)

Then again this may be the pokefan in me taking over and idfk how the Yu-Gi-Oh ranking system works
