If you're able to remember to sell a gift card, you're able to remember to just spend it yourself. That's the central flaw they can't get around.

They'd need someone who has a gift card, but does not want ANYTHING at the store they have...at which point the person would have to be willing to sell it for a significant loss, and it to be worth the effort, and not just throw away the probably 25-50 bucks.
