Red Rooms are completely fake there's not a single proof that a site like that actually may exist, there's not a real screenshot, not even a single recording, nothing. None of these sites existed and these modern sites became just scam and dangerous onion links.
This actually was just a creepy pasta originated on Reddit where people would buy for torture someone. There was a site in 2012 that explicitly said it would livestream a torture if a payment was made, media published it, basically a stupid scam, many people fell for it leaving the original anonymous creator of this site rich, also giving a boost to another sites like this being created for scam too, being spooky, trying to scare you, and shit, but all of them are fake, and even today, years and years after this people still fall for such scam giving money to see people get tortured and obviously losing it all.

The first site is kind creepy but in according with my searches unfortunately there's anything riddle on it.
It's just a robot generated voice saying random numbers in random languages, very simple to program and still so creepy. That one you played was in Korean saying random numbers eternally since each 5 seconds the numbers generated is increased, increasing the duration as well.
So it's just randomness and fake people saying numbers.
