basically make hre vassalswarm via console, then tag as Ashega or whatever the shogun is called and integrate Austria
you can release Austria again if you want so that the shogun cant integrate the hre, or even balkanize Austria into Austria-styria-tirol

really strange how Austria just doesnt expand in the first 50 years in the HRE off version. I was expecting them to expand hard into southern germany but they seem to barely expand at all.
