Actually, this software is developed by 微软移动联新(Microsoft Mobile Alliance Internet Services Company Limited), which is a co-partnership company of Microsoft and a local Chinese company, in order to solve the problem that there are so many garbage softwares in the market.
In China, there are many garbage softwares declare that they can "manage your computer", and many Chinese do believe that they need such a software. Microsoft wants to change this situation, but changing people's mind is difficult, so Microsoft developed this software as a placebo which doesn't have any new features. It's just a part of localization, so it is unlikely to be released globally, let alone be consolidated in the Windows.

Okay so I figured it out. The reason why it's chinese on the UAC, IDK. But when I went to the PC Manager Privacy Statement from the settings menu, that page was from microsoft but from Chinese. I also found out that that page was the Microsoft China website.

Why is this website mentioning Baidu on it's source code, the Microsoft image doesn't go to the rest of the Microsoft website and the installer show a Chinese name? 👀
It also connects to Chinese servers... Kinda sus
