In old Battlefield 1 versions on the Xbox One, the Howdah Pistol was shotgun too! Then, it was changed, and it now uses normal bullets.

Howdah Sweeper has actually been in The Runner portion of the campaign the entire time. It's hidden in one of the bunkers within the fortress.
