Where does the prisioner leaves the note that he kill someone?

I've seen a lot of people say that you have to find the bodies to unlock the achievement, but I don't think that's true. I freed the prisoner before starting Steeltown, never found the corpse in downtown (will go look for that now), and only got two corpses in Steeltown: the first that's already there, and then the corpse of the lady that was crying over him. About 15 hours of play later, I randomly stumbled across the mushroom shack and unlocked the achievement.

Now I'm going body hunting, I guess.
