This whole power levels thing in Naruto is ridiculous. The way the story is structure you see characters in Naruto being threatened by plans and traps. If Naruto where to Solo the akatsuki by himself he would have to have good intel and be on the offense. Because if not he would be fighting a group of people who know a lot of forbidden techniques and where prepared to take on Jinchurikis.
