As it is the different branches of the planning actually leads to actions of crossed purposes. This says as much, as internal Russian warfare is getting much more likely in the fight to maintain progressively tight budgets.The trouble getting a overview of Russian policy at the moment could very well be due to the fact: THERE IS NO OVERALL POLICY.That in itself is quite an important piece of information. Stalin at least had some idea of what he wanted - not a good idea; but an idea never the less. This is absent today.

also i give russia credit...it is becoming like america..........in a sense......at least they do not refuse to continue to talk with us......so there is a chance.........to mend the wounds hopefully in the whole world

Russia has a no first-use policy unless it is directly attacked. The US does not have a no-first use policy. The US withdrew from the ABM treaty in 2002. The US is placing a missile "shield" in eastern Europe, a system that could either be used as a first strike weapon on Russia or to minimize Russia's strategic nuclear detterent. The US expanding it military bloc (NATO) towards Russia. The US overthrew the democratically elected government in Ukraine in 2014 and Russia responded when its vital national interests were threatened. What happened when Russia placed missiles in Cuba ? Did the US not respond ? What would happened if Russia or China instigated a coup in Mexico to install an anti-American government there ? Would the US not protest and respond ? The US is not listening at all. Has the US leadership gone totally insane over the past 25 years ?
