In today's PMP Exam Blink, we will look at some concepts related to resource planning and management from the PMBOK.

We'll look at Organizational Breakdown structure Vs. Resource Breakdown Structure and Resource Leveling Vs. Resource Smoothing.

OBS and RBS are data representation techniques used while planning for resources.

Resource breakdown structure (or RBS) breaks the project down by the categories and types of resources required. Knowing the categories and types of resources needed for the project reduces resource-related risks and uncertainty.

Organizational breakdown structure (or OBS) is a hierarchical representation of the organization's departments such as marketing, finance, IT and shows which department will perform which project activities. It can be used to assign project responsibilities to different organizational divisions.

Resource Leveling vs. Resource Smoothing

Resource leveling is a technique in which the start and finish dates of activities are adjusted based on 'Resource Constraints' with the goal of balancing the demand for resources with the available supply. Resource constraints could be, for example, a particular resource cannot be used for more than 8 hours a day or certain resources are available only at certain times during the project.

Resource smoothing is another resource optimization technique in which the activities are adjusted to ensure that resource utilization does not exceed predefined resource limits.

Key differences between Resource Leveling vs. Smoothing

1. In resource leveling, the project end date may change while in smoothing it does not change.

2. In resource leveling the critical path changes (increases) while in resource smoothing it does not.

3. Resource smoothing is usually performed after resource-leveling.

4. In resource-leveling, the resources are the main constraint while in resource smoothing, the project end date is the constraint.
