i had that issue after i reinstalled windows and valorant still existed in my other drivers, do trying to use the same file that existed before, gave me issue: deleted the Riot files and valorant files everywhere they existed, unistalled the game, reinstalled it and it fixed the DirectX runtime. good video going straight to points.
