After the "security lockout" message pops up, restarting the device will disconnect it from any existing WiFi connections, and "erase iPhone" option will disappear/not appear. Therefore, insert a sim with mobile data for the Erase iPhone option to appear. Did it today on iPhone 14 Pro Max.
