This should be incorrect. No matter how strong rayquaza could be, mewtwo has mind control powers. It can simply mind hax rayquaza and make it to surrender. In detective pikachu movie mewtwo was shown to be capable of trading souls between a human and pokemon, in that case mewtwo can actually take out rayquaza soul as well. Plus in destiny deoxys movie, deoxys slammed rayquaza onto ground and almost defeated it with psycho boost, and only other deoxys have to stop it while in manga mewtwo defeated deoxys
