Hi, I have the exact Balance Blocked problem as yours and my account was create way back even before 2019. I never received any money ever in my Payoneer nor did any transactions. Always 0 USD balance. But now I want to start using Payoneer again so I tried creating a new account with a different email (but same phone number). Payoneer customer support emailed me saying I already have an existing account and policy does not allow for 2 accounts per customer. Payoneer put the new account in Blocked status and did not create it. Can Payoneer allow opening multiple accounts on same National ID? Should I try creating another Payoneer account again with another email and different phone number?

Also can you link the video where you go through this process of creating another Payoneer account with new email and new phone number? I already have 2 accounts one with Balance Blocked and other in Blocked status. Please help. How can I contact you?
