I think you are mixing nature and function. For instance, in the example you gave 'the boy in the shop'. "in the shop" is not an adjective phrase. It is a prepositional phrase functioning as an adjective.

I have a question:
In the sentence you gave 'she bought a beautiful brown chair", 'a beautiful brown chair' is it an adjective phrase or just two single adjectives that modify the head 'chair', and so all of 'a beautiful brown chair' would be a noun phrase?
what is 'brown' in the sentence 'she bought a brown chair'?
