I'm unsure if this is true or not. But I read that the F-22 is being retired because nothing can communicate data with the F-22 and vice versa, and also, the F-22 can't be updated to communicate. Unlike the F-35, which can communicate with drones and other air crafts and equipment on the battle field.

The aliens have paint or tech that isn't visable by radars, they've shared some or we sourced it from their vehicles and we came up with the F-22, which is why congress talked about aliens, and not f-22 tech that could be sold to other Nato allies. Even vintage jets from the '70s, like the F15 or F16, could have easily handled the task. That staggering $70 billion could have been effectively channeled into NASA for vital scientific research and space exploration, with ample funds left over to enhance a woefully inadequate social security system.
