FREE SBA EIDL Loan Application Help & Assistance

Hi I’m still waiting my 2019 transcript irs say still in the processing what can I do ?

My file has been stuck in EIDL loan and grant ACH bank return limbo/hell since Chime rejected my loan increase funds and sent the money back to the SBA in April. And both of the grant funds were sent back to SBA in early July despite me emailing and calling dcs every other day for months with my new bank account information, and still has not been updated in my loan portal. I wonder if I should try to fill out a brand new application with my new bank account information? I know it says not to in the faqs on the SBA website, but I can't help but wonder if it would some how help me move forward in the process of being re-funded or not. Because it has been over six months and my loan portal still says "funds have been dispersed into your account" and says error on both of the grants.
Has anyone that has been stuck for whatever reason tried to start over with a brand new application?

We havent filed tax returns for 2018 to current. long story. how big of a problem is this going to be? Is there a way we can expedite returns?
