Dont know why everybody goes to war with burgundy immediatly. Aggressive expansion is huge in the HRE, its better to go for Burgundy releasing you, then upgrade the Hague to a 30 development to get your age mana ticking, first take -10% aggressive expansion, second thing to take over subjects in a war. Then you got to war with Burgundy and take brabant and flanders fully as your vassals in one war. In between conquer all of utrecht, gelre , friesland and maybe even munster. That take over subjects CB is way to powerfull to not use and if you develop a city to 30 development early, you will be able to take Burgundies subjects before the Burgundian event happens. For crazy low AE and very low cost. Vassalizing any one of them normally would send you over the AE adge easily, but somehow with that age idea its possible if your AE is lower then 10 when starting the war.

Idk if this is true, but according to the Wiki page, if you form the Netherlands there is a chance that smaller Dutch provinces will secede to join, but I don't know if that is true, I have never seen it mentioned outside the wiki
