They kiss but he’s the one who has feelings at the time. Then it takes another half of a season for them to fall more. Then they “date” for an entire season before saying I love you. Then it takes another two entire seasons for them to get married.

Thank god Tony and Ziva made it to this list. Genuinely one of the slowest burns in television history. This took from Ziva's introduction in 2005 until their kiss in 2013 and it genuinely felt like torture.
