What cpu cooler are you using?

Ur playing 1080p so gpu is not mostly 99% usage if u try 1440p 4k the cpu usage will reduce and gpu usage will be always higher so No more stuttering try it and use fsr if it cant handle on native

Is gpu power affect to cpu? i have rtx 3070 combo with i5 8500 and it's bottleneck 😭(I think my gpu is too high for 8500)
