Any pokemon Marked Red like whimsicot and beedrill means Game Freak have made new pokemon to replace them...not that the just got rid of them....you will still get competitive counterparts to pokemon who's original counterparts are not in the game.

Clefairy and Jigglypuff have been in every game since X and Y with the exception of Clefairy in X and Y and Jigglypuff in Legends.

If Silvally makes it in I feel there are potential shenanigans that can be done. I’m not a competitive player, but I think there maybe some strategic potential there for a any type Pokémon being able to change during battle.
