Why doesn’t it feed a full label ?

Nice job. Instead of measuring a length though, you might want to try a sensor like they use on commercial machines. Put a bright LED or laser under the label and a photoresistor above the label. Then measure for a change in luminosity. When the light is brighter, you know you're over the webbing instead of the label. Then you can use your knob to adjust the extra distance to unroll the label (instead of the entire label length), so you get the perfect tear off amount.

How do you control the paper lenght to machine release? because this values change with the paper roll diameter.

Great work. As others have said, sensing the gap between labels is better. Over time, as you get more paper wound onto the motor spindle, the length of label dispensed per rotation will increase due to the diameter of the shaft increasing.
