Vah. Vah very interesting, informative & knowledgeable episode. I am belongs to Surat District but my son for It hub in IT sector service basis for short term he migrated to Pune. Pune is very nice city but very costly inspite of the situations, my son more prefers Surat life. He should have got chance for foreign service, but he prefers India then foreign. Side bye this subject, Govt must Faff for circumstances for what reason the migrants people prefers to the destiny place? On lapse of employment and livelihood, what other things are there, that attracts the migrants people for destiny place

gujarat and mumbai/pune are best place to migrate to,
reason:
they don't force to speak their language, how do i knoe becoz i have seen people who don't know hindi speak hindi to help migrants here,
they are mostly industrial migrates so which are mostly blue or black collar jobs and these two place and marwadi people treat people from UP bihar well then southern states people
industry provide more employment than service for same amount of capital so industrialised states always have shortage of labor, I can gurantee if someone wish to work and willing to learn new thing he/she can never be unemployed in gujarat for sure. yes whole state except few districts in hill region in east.
surat has gender ratio of 780 female per 1000 male, clearly show amount of migrate male it absorb to provide employment. It is no.1 densely populated city (>50 lakhs) in india.
btw I don't like surat but I appreciate their muncipal corporate and work local gov do there like indore, our (Rajkot) local municipality gov is just crappy do nothing.

To stem the wave of migration (now that you have identified the "emigrant"/outward migrant & "immigrant"/inward migrant districts), measures can be taken to reduce it, if not to put an end - to this migration. All emigrant districts must have priority in "industrialisation" of the country so that the citizens might find employment locally, so as to lead comfortable, fruitful & worry-free lives. Most migrants are in search of jobs like in construction sites, brick-kilns or mining. In such cases destination states /districts take "no" responsibility now for the migrants to lead the minimum levels of a citizen's life. They need to be provided "housing" (with all facilities like water & electricity) & transport facilities to travel back home, must be provided. It, i) frees the migrant labour from exploitation, ii) to provide minimal facilities for their children who are most vulnerable socially, iii) transfer part of the benefits accruing to the destination states, of cheap labour & iv) to put a lid on the crime rates in new destinations.
There is a dichotomy in the case of UP. Its NOIDA township though UP part by jurisdiction is functionally more a part of Delhi. Migration in the same state to NOIDA from any other part of UP need be considered as migration. Many Delhi people move to NOIDA & fall under the category of inter-state migrants, while it shouldn't be so. For the purpose of this study, NOIDA must be considered separate from UP. Or for the purpose of this study, NCR (extended Delhi) must be considered as a "state" by itself.
Inter-district (or to the state capital) within a state needs to be left to the state concerned, to act on the same lines.
Migration is a big problem that is effectively concealed in India & never tackled while it needs to be. It leads to disparities among states & between regions of same state. Remedying this would lead firstly, to reduce the crime-rate & to maintain order within different regional groups, with respect of one group (Amitabh Bachan is a "migrant" in Mumbai) maintained to each other.
