Can I jump starlight into morrow wind with a fresh character or do I need be max level for the content?

Give more base game player things, so they have more of the game to test and will stick around longer. ESO needs a good boost to it's player base. I would also throw in small DLCs that are iconic, like theives guild and the dark brotherhood
