I had mild phimosis and the doc said to use steroids cream. It’s been a week and I can retract the foreskin when flaccid but when I’m erect I can’t because of the tight frenulum. What should I do? I’ll keep applying the cream and massage it a bit but should I remove the frenulum eventually? Because even when flaccid I can pull back the foreskin all the way, but the tightness is squeezing the bottom of the head of my penis because the foreskin ring is too small

Use steroid cream (stronger than hydrocortisone!!) and PLEASE do NOT start stretching until after 2 weeks of applying. I used cream and stretched and would always cause small cuts which would stop all progress and go straight back to the beginning. You need to wait for your skin to adapt
