your basically rendering nothing atp. there wont be a difference between a 4090 and a 3080 or 4070. If you get a better cpu (r7 7800x3D is the best for gaming) youll get even more fps. if youd check your gpu usage itll be like 3%

some pretty good optimizers i use theyre fully safe. tron, azurite, hone, avast cleanup, christitus. im running an amd chip, so i use amd software adrenaline edition. try them out it got me 400 fps on a laptop with an amd ryzen pro 5 running windows 11, lunar 1.8.9 and discord at same time
edit: please get a better cpu youre limiting the power of your gpu by only using an i5
