How to change from 24hour time zone to 12 time zone

How to get the null i went to my app tapped on the call remind but it didn't move. How do you work phonebook its lines when i tap nothing.

Using iPhone, the pop up message to give permission to use contacts just does not pop up at all. So I can’t use the watch to alert for calls or SMS. Says set successfully when I toggle call reminder but no pop up to allow permission to address book as in the video. Any ideas?
