What is Proto-Danksharding?

EIP 4844, also known as Proto-Danksharding, is an ethereum improvement proposal that is set to take place sometime within the next year. It will establish data blobs, blob carrying transactions, multi-dimensional fee markets, and KZG commitments in preparation for full Danksharding.
