I'm a Vale spammer and I believe the better skill to upgrade at level 4 is the ultimate. With proper coordination with your team, you can land your ultimate without tornado CC. I have stolen a lot of turtles from the enemy at level 4 just by using my ultimate.

Try this Vale build:

Skill Build:
-Blue Skill 1 - area increase and massive cd reduce
-Red Skill 2 - main damage source
-Blue Ultimate - make a set play

1. Tough Boots - priority is survival (Encourage Blessing if you Roam only when your midlaner has many slows like Lylia, Valir etc.)
2. Ice Queen Wand - make enemies crawl and 10% magic lifesteal and 7% movement speed bonus
3. Enchanted Talisman - mana regen and 20% cdr bonus
4. Sky Guardian Helmet - mass hp bonus and consistent movement in map without much going home
5. Antique Cuirass - defense and movement boost from spamming skills and attack
6. Any item that can help in dealing against enemy draft (Glowing Wand, Necklace of Durance, Athena's Shield etc.)

This build is way different than the instant delete burst build. This one is freaking annoying as hell spamming slow from skills and no worries of enemies try to catch burst you instantly or missing skills and can easily kite and chase most enemies.

I played Vale as roamer with Lylia as mid and made our enemies live in hell crawling in eternity and slowly dying.
