PayPal Declined Transaction - Your card was declined by the issuing bank | your payment was declined

What about using, Vanilla Mastercard prepaid, I'm facing the same problem, and everytime I try it says you card was declined by the issuing bank, try a different method. could solve that?

bro this is my frist time singing up for paypal and when i try to link my card paypal says ,Your card was declined by the issuing bank. Please try a different card or contact your card issuer with questions, now the thing is i dont have a email linkd to my debit card in my bank could that be the problem lack of information or something else
