TL;DW:
Normal:
Oak for life based and hybrid E/Life
Alira for ES based Guardians with Radiant Faith
Passive skill point for any other ES based build

Cruel:
Oak if you deal physical damage
Alira as a caster, SRS or spelltotem build
Kraityn for (elemental) attackers, CoC,
Passive skill point when in doubt what tot ake or if you want a skill point

Merciless:
If your build reliably generates a charge, get +1 to max charges of that type.
Oak for Endurance, Alira for Power and Kraityn for Frenzy
If you generate multiple charges reliably take one of them
If your build does not generate charges, take the passive skill point
