instead of .hov:hover

Question please. Is it best to make the CSS universal (styling may vary) or should it? I played around with this and ended up adding it to the page's CSS. Pros: I can make different effects for different pages and I'm only loading this CSS on this page Cons: Not universal I do not know if this is purely a judgement call or if there is a preferred method.

I see in other videos you are in Crome but in this video you put code in for mozilla firefox. So is there code for chrome? I am new at all this. I was getting a little comfused.
