How to Create Twitter API Key for Web Scraping Twitter

but I couldn't get API keys from twitter.
I filled the request forms but I received an Email and asked to explain my project in details.
I tried to answer the mail generally, but they sent me Email again and asked more details about my work.
I tried to convinced them that my work is an Exercise in my advanced python course, but they didn't accept.
Is any special qualification needed to get the twitter API access ?

Thanks a lot. I have created an app but didn't find a clue to the link of the credentials.
