While this is a good report which provides lot of details but it conveniently leaves out essential points: 1) There is a Delhi High Order under which waivers had to be provided. So, who is higher authority, LG or Court? I guess it's court 2) The policy was changed by ex-LG Anil Baijal. The mistake AAP did was to implement it despite the changes 3) Liquor delivery, service, price etc. benefitted consumers while also increasing revenue, so where is the scam? 3) There might be some irregularities at the bottom of the pile does it mean Mr. Sisodia is held responsible for it. With that logic, Modiji should be blamed for all the corruption happening in the Government offices in India, because ultimately he is the PM and highest authority in-charge.

It seems that AAP is the culprit in this liquor policy. And that is why Congress is also not backing up as it is very evident that Sisodia didn't follow rules in implementing it.
Main problem with AAP is that they are revolting against the basic system as well. You have to clean the system but also need to follow rules so that proper functioning of system happens.
