Currently making this for my SIL. When I measured mine its 3.5in not 4. I'm using a 6mm hook, and have been counting my stitches at the end of each round. Where did I go wrong?

I’m trying to make it but mine ALWAYS starts to curve And I get tiny hats, I don’t know what I am doing wrong

So the number of first stitch tells how big is the hat eg 9 then let’s say 12
