Slow Down & Speed Up Video - Final Cut Pro Tutorial

Is there any way I can slow down a whole group of videos? I used to do it all the time for Premiere Pro but when I select more 2 or more videos on FCP and change the speed to say, 40%, the clips cut to their original length.. so a certain amount of time slows down but it's not the complete video. Hoping this makes sense, it's hard to explain over text.

For some reason, the frames move slowly and the video is being cut by multiple lines when I speed things up. I am recording with an HD camera Canon REBEL t2i

For those of you that want to just get the quick info. Right click on the clip, select change speed. Would have been a literal 10 second video

Ffs, my frames are glitching. It goes fast and then it kind of goes back to a frame from earlier and then back. Any suggestions? It's a .Mov video
