Inserting a Video into PowerPoint

I was hoping to find out if the link to the video opens in a separate window or stays within the presentation. and is that the difference between adding a link, and inserting a video file on the slide? thank you!

My PowerPoint doesn't give me an option for video from my PC only online video. Is there a setting that I missed or right click to get those options?
