People are so biased. Vaas is a lot better written that Hoyt (Who is not bad written at all) but in a fight Vaas and his Pirates would all fall dead with Hoyt suffering little casualities.

Even look at their soldiers. Hoyt gives his PRIVATEERS a lot better gear than Vaas to his armored units. Vaas heavy guy literally has shoes and leg armor with back of his head exposed!
