How to turn on fsr on nvidia GPU ?

I have same graphic card gtx GeForce 1650 but at original settings it is taking 4035 space of vram and stucking repeatedly, and i see even after playing in high quality using most of the vram your game is not stucking, please solve my problem

Hey bro as I have told you that I have bravo 15 with rx 5500m which performs slightly better than 1650ti, I am also getting the exact fps with this settings with the single channel ram. Will I get more fps after upgrading to 16gb?
